N.J.A.C. 16:73 Reduced Fare Transportation Program for Senior Citizens and People with Disabilities

Please be advised that the New Jersey Transit Corporation (NJ TRANSIT) proposes to adopt N.J.A.C. 16:73, Reduced Fare Transportation Program for Senior Citizens and People with Disabilities. The rules are designed to provide intrastate and interstate autobus and rail passenger service for senior citizens or people with disabilities on regular routes of participating carriers at a reduced fare rate. 

NJ TRANSIT proposes to adopt these new rules. Subchapter 1, Introduction, includes the definitions, purpose and exclusion sections of the chapter. Subchapter 2, Identification and Registration, describes the procedures to obtain Reduced Fare Identification Cards. Subchapter 3, Agreements with carriers for services and payment, describes the contractual agreements with carriers that desire to participate in the program.


The Corporation has made changes to the regulations. It has: 

  1. Modernized commonly used definitions and terms; 
  2. Enhanced accessibility for applicants;
  3. Incorporated statutory changes made to the program; 
  4. Updated the purchase locations for reduced fare tickets.  
  5. Updated the purchase locations for reduced fare tickets.

Full text of the proposed amendments has been published in the New Jersey Register on January 17, 2023. Comments on the proposed new rules must be submitted in writing to the above address by March 18, 2023.
